Conrado Quintero Alvarado Tapia holds a Law and Political Science degree, specializing in Procedural Law, and studies in Administrative Law, Public Procurement, Project Management and Public Policy elaboration. He has 18 years of professional practice.
Conrado has held public positions in Panama as a Lawyer of the Secretariat of Judicial Processes of the Administration Attorney’s Office,
assisting the Administration Attorney in the Proceedings before the Third Chamber of Administrative Litigation (June 2021-August 2024); Assistant in the Senior Office of the Administration Attorney’s Office (2019-2021); Head of Legal Advice of the Administrative Area in the Administration Attorney’s Office (2017-2019); Legal Advisor in the Intendancy of Supervision and Regulation of Non-Financial Subjects of the Ministry of Economy and Finance (2017), and Head of Legal Advice of the National Commission for the Study and Prevention of Drug-Related Crimes attached to the Attorney General’s Office (2010-2016).
His knowledge in the public sector and public policy has led him to have special participation, standing out his appointment as Consultant designated as a focal point in The Republic of Panama by the Inter-American Drug Abuse Control Commission (CICAD), the Organization of American States (OAS) for the preparation of the Scenarios Report on the Drugs Issues in the Americas (2013-2025); as well as Consultant and Coordinator for the Elaboration of Public Policy on Drugs of the Republic of Panama “National Strategy on Drugs (2012-2017)”, among others.
- Member of the Chartered Institute of Arbitrators (CIArb) since July 2021.
- Contributor to the Public Procurement Observatory since 2016, an initiative founded by the Government of Spain, the University of Zaragoza, and Everis.
- Member of the Spanish Arbitration Club since 2021.
- Member of the Ibero-American Public Procurement Network since 2017. This organization is coordinated by Dr. Jaime Rodríguez-Arana Muñoz and was founded by Derecho Público Global (Global Public Law Research Group), the Ibero-American Administrative Law Doctoral Program, and Milema Proxecto.
